| Big Five provides direct emergency assistance or referral services using existing linkages with other outside organizations to meet the needs of families which require emergency assistance. |

| Objectives in this area are designed to provide emergency assistance by providing food, accomplishing emergency home repairs and prevent sickness or extreme discomfort from heat or cold. Provision of this assistance may negate the necessity for low-income persons to choose between doing without other necessities or tolerating situations hazardous to their health and well being. |
