Big Five Community Services, Inc. is seeking price quotations to conduct the Program Specific WIA A-133 Audit of Workforce Dynamics, Inc. operations for July 1, 2011 to July 31, 2012. 
This is an OMB Circular A-133 audit of multiple grants and contracts issued to Workforce Dynamics, Inc. Specifications and price quotation/qualifications forms for each of the goods/services may be found at www.ecwib.org or by contacting the Big Five Community Services, Inc. offices by email to lstaggs@bigfive.org.  Specifications may be obtained at any time, but price quotations must be received at the Big Five Community Services, Inc. offices not later than Wednesday, June 12, 2013 at 12:00 P.M.

Weatherization

One of our agencies longest active programs is the WEATHERIZATION program. This program has evolved over the years from putting plastic over the windows to the highly technical energy reduction program of today.

The Weatherization program uses the latest in techniques such as: Blower doors, Carbon monoxide testing, Electric Load based testing, duct efficiency, gas leak testing, air leakage, heater cleaning or replacement and efficiency, and much more. 

Blower doors are used to pressurize the house to find and seal air leaking from the house thus reducing the heat and cooling lost to outside air. Electric load testing is used to check the efficiency of appliances such as the refrigerator. If found to be inefficient it could be eligible for replacement if recommended by the NEAT audit.  Venting and ducts are tested for efficiency and may be eligible for repair or replacement.

Each house is tested for Carbon monoxide. When detected, measures are taken to identify the source and corrective action taken. Other measures may include insulation in the attic and walls, replacing broken windows, holes patched, water heaters replaced, heaters cleaned/tuned or replaced and many other energy related applications.

All these services are free to eligible clients within 200% of current poverty income guidelines (see income guidelines listed below).  LIHEAP clients are automatically eligible and are encouraged to contact their local DHS for more information, or Big Five.

Houses selected for weatherization are based on need and rated on a point system.  All measures applied to homes weatherized, are recommended from our data auditing program called NEAT.  House audit information is entered in NEAT and recommends the best measures to reduce energy cost.
