As a Community Action Program, Big Five Community Services, Inc. is involved in a wide variety of programs which are all in some way linked to the Community Services Block Grant (CSBG) Program. Since the inception of CSBG, its mission has been to remove obstacles and solve problems which inhibit the ability of the state's low-income people to attain self-sufficiency.

Non-service strategies are emphasized for providing solutions to long-standing causes of poverty. A network of CAP agencies such as Big Five is used for developing and implementing comprehensive anti-poverty programs at the local level.

A primary goal is to provide a range of services and activities having a measurable and potentially major impact on the causes and effects of poverty-related problems within the state of Oklahoma.
Poverty, as it affects the portion of the state's population with incomes below the poverty level, can be linked with a series of related problems. these problem areas, which are the primary targets of Big Five, include:
