1. To plan, conduct, and administer a community action program in accordance with the purposes and provisions of Title H of the Economic Opportunity Act of 1964 and any subsequent amendments, and the guidelines issued by the Community Services Block Grant Act of 1981 in the counties of Bryan, Carter, Coal, Love and Pontotoc, and other Federal, State and local laws and programs which will tend to alleviate and eradicate poverty within the counties and areas of operation of this non-profit corporation, exclusively for educational and charitable purposes within the meaning of Section 501 (c)(3) of the Internal Revenue Code of 1964 or as hereafter amended.
2. To provide decent housing that is affordable to low-income and moderate- income persons; and to construct operate, maintain, and 'unproven and to buy, own, sell, convey, assume mortgage, or lease any real estate and personal property necessary or 'incident to accomplishing the goals of this private non-profit corporation; to establish a formal process for low-income beneficiaries to advise on design, location or sites, development and management of affordable housing and formal input will be achieved by forming an ad hoc or special committee on proposed development sites in the counties of Bryan, Carter, Coal, Love and Pontotoc.
3. To operate a Weatherization Program to weatherize homes for the low-income and elderly in the five county area of Bryan, Carter, Coal, Love and Pontotoc.
4. To operate the Job Training Partnership Act Program in a ten county area: Atoka, Bryan, Carter, Coal, Garvin, Johnson, Love, Marshall, Murray and Pontotoc Counties, and to accomplish the goals of the Job Training Plan in accordance with the terms and conditions of the agreement and rules and regulations of the Department of Labor.
5. To operate the Head Start Program in a five county area: Bryan, Carter, Coal, Love and Pontotoc Counties, in accordance with the terms and conditions of the agreement with the Department of Health and Human Services.
6. To operate the Retired Senior Volunteer Program in two Counties; Love and Marshall Counties, in accordance with the agreement with action.

Other Basic Purpose
1. To aid the poor in their ability to influence social decision making processes. This purpose embraces such activities as: mobilizing resources around issues in target areas and development of local community leadership and self-help projects.
2. To expand the participation of the disadvantaged or their representatives, 'in anti-poverty efforts. Local neighborhood organizations and citizens advisory boards will be encouraged to become further involved in program management.
3. To promote changes in the method of providing local services so that they are more conducive to target area conditions. Classes of service that fall into this category include: public services, private services and governmental services.
4. To mobilize the community resources, in terms of dollars and in-kind matching contributions, behind anti-poverty efforts, the objective of which is to utilize resources from business, union, government, community volunteers and private non-profit organizations.
5. To provide professional expertise and service to anti-poverty efforts where such expertise and/or service is needed and is not commonly available in the community.
6. To coordinate the anti-poverty efforts of private and public agencies currently providing services to target area and residents; and to coordinate such activities as: analyzing target area needs and developing plans for interagency efforts to improve health, education, employment, housing and transportation.
